PPP Consultation

Product Management, Policy and Planning (PPP) is a term given to the administrative costs incurred by BT as a result of providing narrowband services.

Ofcom carried out an investigation on PPP and published its Determination on 31st July 2004. This Determination indicated that BT was not to charge more than one PPP element for calls originating or terminating on BT’s network. But Ofcom noted there were some practical difficulties in implementing this particular aspect of the Determination. The Determination stated: “Ofcom appreciates that BT may have difficulties finding a billing solution that enables it to only charge PPP once for NTS calls and Ofcom suggests that this is best taken forward through discussions with other communications providers”.

Therefore BT has set up an Industry Consultation, the first meeting of which was held on 5th Nov 2004. Future meetings with industry are planned.
