Service provider migration

Using a Migration Authorisation Code (MAC)

Service provider to Service Provider End User migration enables End Users to request a move from one Service Provider to another without terminating and re-installing their services. This reduces the down time experienced by the user and removes much of the cost associated with cessation and re-activation of service.

For the migration to take place, BT Wholesale must ensure that the migration request is genuine and that permission to allow the End User to move to another Service Provider has been given by the losing Service Provider.

Migration authorisation

The MAC is a unique code which is used by eCo to validate that the migration order placed by the gaining Service Provider is genuine.

When you receive a request from one of your End Users wishing to migrate to another Service Provider, it will be your responsibility to generate a MAC and pass the information to the user.

The MAC can be generated using eCO, XML or by request to your Service Management Centre (SMC) using the migration CRF.

 

The MAC is owned and generated by Openreach on behalf on industry.

    The MAC code is of the format <"L"10 alphanumeric>/<5 alphanumeric> eg LBST1234567/DC22J

Obtaining a MAC: eCo users

To obtain a MAC, eCo requires your service id and telephone number. The MAC will be generated on-screen.

Obtaining a MAC: XML users

A MAC request is submitted via an XML batch file as described in the XML File Transfer Definitions, using the "Preorder check request" transaction. The MAC is generated from a valid request and returned in the Batch Response File.

Obtaining a MAC: non-eCo users

If you do not have access to eCo or XML, please complete and email the appropriate manual migration CRF to

ISNProvision2@bt.com

eCo will be accessed on your behalf, a MAC generated and returned by email to you.

Please do complete all fields on the CRF - incomplete details will result in the CRF being rejected. If you have a large number of CRF based requests for MACs it would help us to help you if you were to contact us first and let us know what you’re planning to do.

MAC expiry

Please explain to your End User that an unused MAC expires after 30 days, in which case they will have to request another from you. As a losing Service Provider, once you have issued a MAC to your End User you need do nothing further.

Order placement

End users approaching you as their gaining Service Provider may already have obtained a MAC as described above, or you can ask them to obtain one from their current Service Provider.

Submitting the order via eCo or XML

As the gaining Service Provider you will be required to enter the MAC, received from the migrating End User, onto eCo to place the migration order.

IMPORTANT: Please ensure that the MAC key is entered before completing any other fields in the "Line Items" section of the "Order" screen. You may want to reconfigure your eCo view to make this the first field of the "Line Items" section of the "Order" page. The order type selected on eCo will be a ‘migration order’. Whilst entering the order you will be able to see the type of End User access product which is migrating and confirm that you are able to support it before submitting the order. Whilst the MAC must be used within 30 days of issue, the date of the migration (i.e. CAD) can be set to be beyond the MAC expiry date.

From 7th November 2006, when migrating 10 or more End User orders with the same Customer Requirement Day (CRD), the XML interface should not be used.  Instead please submit the

Submitting the order via CRF

As a gaining Service Provider, providing the End User has supplied you with a MAC and you support the migrating product, you will need to complete a migration CRF. The MAC supplied to you by the migrating End User must be entered onto the CRF and the completed CRF submitted to

Orders received as above will be entered onto the eCO client on your behalf by the BT Wholesale Service Management Centre (SMC). The migration order will proceed and will be completed in a minimum of 5 working days. Please note that orders will be dealt with on a first come, first served basis. We reserve the right to restrict the number of orders placed. Please note that large amounts of CRF based requests to the SMC should be made by prior arrangement with the SMC.

The migration

As the gaining Service Provider you will need to advise your End User that they will experience a short break in service of approximately 30 minutes during the 24 hour period beginning at midnight on the CRD of migration after which they should use their new log on details.

For migrations of BT IPstream ‘S’ series products, your new End User will need to log on to startup_user@startup_domain when they first log on after being migrated to enable their BT Wholesale supplied router to be automatically configured. Please advise your End User that they must use the BT Wholesale router as the automatic configuration will not operate otherwise. This will normally be effected within 30 minutes of them logging on and only needs to done once.

Customer reports

If the End User approaches a gaining Service Provider and the orders are submitted successfully you will have visibility via PAR B and Actuate reports indicated by

  • “Migrate EU G” for gaining
  • “Migrate EU L” for losing

Migration orders will not be visible if the order is not submitted.

Charges

Orders submitted via the MAC process will be automatically billed with the prevailing one-off charge as specified in the Service Provider Price list.

Upon successful migration the minimum term of the End User service will be transferred to the gaining Service Provider. Please also note that the losing Service Provider will be responsible for any outstanding connection and rental charges up to the time of the migration.

Code of conduct

There is an industry agreed code of conduct for the release of MAC codes for migration of end-users between Service Providers, but participation in this code is voluntary. For further details on the code and for a list of participating Service Providers, please see: http://www.ofcom.org.uk/advice/codes/bb_migration. BT Wholesale cannot enforce participation in this scheme.

If a Service Provider will not provide a MAC code, the only option for the End User wishing to migrate is to cease the line with the existing Service Provider and sign up with a new one. There is no other way to transfer accounts from one Service Provider to another and BT Wholesale cannot intervene in any dispute between Service Providers.
